The BoBiGoSa Working Group is presenting at the Agora a proposal (result of
the workshop at the PM) about reforms to increase the efficiency in AEGEE.
NOTE: even if it is a proposal, it will be discussed during a WORKSHOP in
parallel with Prytania on SATURDAY 4th, at 15.00

THIS IS JUST A SUM-UP, the proposal into details will be sent in a separate

TITLE: INCREASE EFFICIENCY IN AEGEE
The proposal is formed by 4 parts:



-TRANSPARENCY IN THE AEGEE EUROPE DECISION MAKING PROCESS
The proposal is to make compulsory for every Body of AEGEE-Europe to publish
on the official AEGEE mailing list, followed by a  clear, precise and
exhaustive motivation, every decision taken or every act produced (both by a
joint or individual action. The proposal is also to store these documents in
a virtual archive, accessible on-line by AEGEE-members

The aim of this proposal is to have transparency in the criteria of
decision-making process and to enforce decision by motivating them (no
unuseful post-decision discussion if a clear motivation is given).



-YEARPLAN PROJECT AND EUROPEAN PROJECT REGULATION
The proposal is to set criteria for the presentation of European Projects in
order to get the official support of AEGEE-Europe. To become AEGEE-Europe
Projects, it has to be decided by the CD and then ratified by the Agora. To
become an AEGEE-Europe Yearplan Projects ti has to be presented and
discussed during Action Europe PM: all the projects presented there has to
be discussed then during a Prytanium at the following Autumn Agora and
presented at the Agora for the vote. The Project that receives majority of
votes is approved to be the official AEGEE Europe Yearplan Project for the
next year.

The aim of this proposal is to make only one Yearplan Project possible per
year, to make the CD and AEGEE activity more focussed. Furthermore only
strong and high profile Project can be accepted.



-DECENTRALIZATION
The proposal is to change the article 10 of.....Up to this moment the
decision-power to delete or to down-grade a Local not fulfilling the
criteria  is given to the Comité Directeur.The decision has to be ratified
by the vote of the Agora
The proposal wants to give the Network Commission this decision-power, for
all the cases different from unpaid fees. This decision has to be followed
again by the ratification of the Agora.
The proposal includes also the obligation of announcing and motivating these
decisions publicly, at least 2 weeks before the Agora.

The aim is to make deletion and downgration proposals presented by the CD
for the financial reasons, and by the Network Commission for all the other
reasons. The Agora still has the power to ratified the proposals (final
decision). NetCom is supposed to deal closer with locals, so it can exaplain
better to the Agora the real situation.



-CHAIR TEAM ELECTION
The proposal is to add a sentence stating the independence between Chairman
and Vice-Chairman mandate: so far the Vice-Chairman has to terminate his
mandate together with the Chairman; the proposal is to make the terms of
election independent from each other, lasting both for one year.

The aim is to avoid that a Vice-Chairman has to resing because the Chairman
does.



APPENDIX:
This integration is not officially included in the proposal, but can be
included upon discussion:
The proposal is to include a sentence like the one below in the aims of
AEGEE-Europe:
"Our belief that AEGEE has always been a great training by working together
between young people of different countries but of one only Europe, AEGEE is
the perfect environment to learn and act as a European and to create the
real European citizen."

The aim of the proposal is to update the aims of AEGEE, in Europe everything
is changing very fast, so new motivations should be found by also developing
new aims.
