For the fifth time AEGEE is setting up a program aiming at
arranging full scholarships at the universities within the UE member
countries, provided for the duration of one academic year (ten months).
The beneficiaries of the project will be students from Western Balkans and
South Caucasian countries, to which we decided to extend the program for
the first time. The entire concept of EfD was inspired by students and
young professional volunteers, and the program continues to be completely
student-run. It consists of a regular academic course run at the hosting
university. Additionally, one of the basic assumptions behind the project
is also the idea of the EFD students meeting regularly for seminars on
topics relevant to the present and future of Europe, and constituting the
ground for intercultural exchange and opportunity to discuss ethnical and
intercultural problems young people from the Balkans and the Caucasus
encounter while coming to live and study within the European Union
Community countries. |

: :: Foundation AEGEE Trust Fund :: | ||||
In February Foundation AEGEE Trust Fund marked the
beginning of its official existence. The Foundation is a body not
belonging to AEGEE, but created by AEGEE members with the mission to
“support AEGEE and AEGEE projects and events, to promote European
integration, mutual understanding and intercultural tolerance and
co-operation between students from all European countriest”. The FATF was
created to support and help European student projects and events teams to
write relevant and high quality applications for financial support that
will enable them to carry out their ideas and visions in the way
originally intended, as well as to support European student projects and
events with a loan in case they face liquidity problems. |

Mr. Günter Verheugen, the Commissioner for
Enlargement and Patron of our project Europalia organised last
year by local AEGEE branches in Poland as an enthusiastic European
pre-referendal campaign, honoured us with his foreword to our annual
publication “Key to Europe”. It is issued once a year and
provides an outlook on the past year's activities as well as describes our
association's plans for the coming months. "Key to Europe 2003/2004" will

; :: AEGEE Regional Meetings in February :: | ||||
Fostering international co-operation and cultural
exchange is one of AEGEE’s main goals. A team of ten international
co-ordinators called Network Commissioners is working on strengthening the
local branches and bonds between them with a special focus on developing
cross-border co-operation. This team provides a bridge between the local
and the European level in AEGEE. Every "region" (arbitrary area taken care
of by one Network Commissioner) has its Regional Meeting twice a year, and
this provides the opportunity for training the new members, co-ordination
of activities, strategic development planning and establishing the
co-operation between our local branches through stimulating involvement in
common projects. In February Regional Meetings in Leiden and in Odessa
took place. |

; :: Strengthening AEGEE Network in France :: | ||||
At the end of February AEGEE held a meeting in France in
order to establish contacts with French youth associations and find out
what French students are attracted by and what their motivation to join
and stay active in associations is. We established a partnership with
Animafac, the network for student associations. Created in 1996, the
Animafac network is a real pool of resources for student projects. It
provides development tools and means to over 8000 student associations,
from national federations to local associations. |

: :: Youth Issues and the European Parliament Elections 2004 :: | ||||
Analyzing the lack of participation of young people in the previous
EP elections, AEGEE noticed that young people felt disconnected from the
election process, since there were apparently not enough reasons to
stimulate their participation in the voting rounds. Increasing the number
of reasons for young people to vote in the EP 2004 and thus achieving a
higher participation of young people in the voting process, can be done by
highlighting the policies relevant for them and their reflection within
the MEPs' viewpoints. The event will take place on the 25th of March at
