POLICY SPOTLIGHT

Equal Rights News

  • ACE urges Turkish authorities over the prosecution of Pride participants: On 30 January, 22 members of the Parliamentary Assembly of the Council of Europe have published a written declaration about the several trials of LGBTI+ people and their allies on charges stemming from their attendance of Pride events in Istanbul, Ankara, Mersin and Izmir. These charges follow repeated bans of freedom of peaceful assembly around the country against LGBTI+ Pride events, and in a climate of repression of the human rights of our communities. Read here the full declaration.

  • Landmark European Court of Human Rights judgment on online hate speech: On 14 January, the European Court of Human Rights found Lithuania’s failure to investigate online hateful comments against a gay couple to violate their rights to private and family life as well as being discriminatory on the ground of sexual orientation. The landmark case of Beizaras and Levickas v. Lithuania originated after one of the applicants posted a photograph of him kissing his male partner on his Facebook page, which led to hundreds of online hate comments. Read here the press release by ILGA-Europe.

  • Legal victory for trans community in Kosovo: After a two-year court battle in Kosovo and a legal decision in the Basic Court of Pristina affirming his human rights, Blert Morina was finally able to change his name and gender marker in identity documents on 20 January. This is a landmark decision for Blert, transgender persons, and the whole LGBT community in Kosovo as it was the second such case in which Kosovo’s courts have ruled in favour of a trans person’s gender recognition. Read more here.

  • Ableism affects women's rights says UN Special Rapporteur: In her new study, the United Nations Special Rapporteur on the Rights of Persons with Disabilities looks at the impact of ableism in medical and scientific practice. Ableism practices are the root cause of violation faced by women and girls with disabilities such as forced sterilisation, abortion and contraception. Health policies and abortion laws that perpetuate deep-rooted stereotypes and stigma against persons with disabilities also undermine women’s reproductive autonomy and choice. Regarding the issue of disability selective abortion, the Special Rapporteur says that while the issue requires greater attention, solutions must not compromise the right of all women, including women with disabilities, to decide whether or not they want to continue with a pregnancy. Read the full study here.

  • European Disability Strategy: the demands of EDF. On 16 January 2020 Commissioner for Equality Helena Dalli confirmed that the European Commission is committed to present a strengthened European Disability Strategy post-2020. Here are the demands of the European Disability Forum.

Environmental Sustainability News

  • Until February 6th, the European Commission is open for feedback on the European Climate Law which should ensure climate-neutrality by 2050. Click here to give feedback and find out more!

  • Some insights into the new Circular Economy plan have been leaked. The circular economy has high importance in reaching climate goals as approx. 66% of the CO2 emissions are to some extent related to the way materials are handled. Even though the plan is not finalized yet, it shows the direction in which the EU is heading. Here you can read more about the EU’s preliminary plans regarding the circular economy.

  • Read here how the EU’s efforts for more renewables are put to the test. Despite the goal to reach climate-neutrality by 2050 and decreasing demand for gas, the European Parliament’s industry committee approved some energy infrastructure projects with also included gas pipelines. As a result, these projects might be eligible for EU funds in the near future. This leaves the EU with investing in fossil fuels once again instead of renewable energy projects.

Civic Education News

  • Recently, the OECD (Organisation for Economic Co-operation and Development) published the 2018 results of the PISA study, which compares reading, mathematics and science performances among 15-year old pupils around the world every three years. More than one in five pupils in the EU wasn't able to complete even simple tasks, thereby missing the EU's benchmark to reduce the number of underachieving pupils to below 15% by 2020. However, some EU Member States like Estonia, Poland and Ireland were able to improve their pupils performance. Read more here.

  • The new website on the Reference Framework of Competences for Democratic Culture (RFCDC) has been launched this week. It aims to support education policymakers and educational practitioners by providing young people with the competencies needed to defend and promote human rights, democracy and the rule of law. Read more here.

  • Currently, the Council of Europe is developing a new self-learning course that aims to develop "Democratic Competences", which will be launched in mid- 2020. Additionally, an online self-learning course about "Old and new media and fake news" was established. Read more here on how to participate.

  • This week, the new Council of Europe youth sector strategy 2030, which focuses on "strengthening democracy through education, culture and youth engagement" was presented. This shall be achieved by focusing on four thematic priorities, namely revitalizing pluralistic democracy, young people's access to rights, living together in peaceful and inclusive societies as well as youth work.
